Not long ago (June, actually) he was quoted as saying that he didn't have a deal. ETA: I found the article. That was also when he was saying he expected to have it finished by mid-July.

I've just read the thread about Don & Glenn appearing on the Geffen documentary - from that I think Don has many reasons to be fussy about negotiating a deal. I may have to be patient!

Well, it may not be just about the money. I suggest that promotion of the album is a big factor (otherwise he could just release it himself?), and also Don may not want to be tied into a multi-album agreement again, having been burnt previously - and I would think that would be something the record labels would push for if they're going to invest in promotion.

They must be someone out there who will promote the album! Walmart did the LROOE(whatever we might think about that!) so Don must be able to find a deal - as long as he's not too greedy.
What's better though, get a lesser amount from the deal or not put the album out at all and get no money(plus losing what he's already spent on recording it)?
