This is a Tibetan long horn (good name eh?) I believe...probably reliving his trombone days. Long horns kinda sound similar to them. I would thing this is pre-LROOE. more like FW1 era maybe?
Judging from the outfit of not only Joe but Glenn behind him, I'd say circa 2001-2002.

I did notice that on one of the trucks in the pictures, "Government of India" is printed on the side. So the pictures may have been taken there.
