I realize I never answered this!
Fleetwood Mac and the Eagles would co-headline, then play the encore together. Solo portions too of course. Heck, a whole day of just them.
On other days, the other acts would be:
U2
Sarah McLachlan
Bruce Springsteen
Train
Phil Collins
John Mayer
Billy Joel
George Strait
R.E.M.
Bon Jovi
The Foo Fighters
Chris Isaak
George Michael
Madonna
Sheryl Crow

One Hit Wonders:
Band Of Gold - Freda Payne
Louie Louie - Kingsmen
Hang On Sloopy -McCoys
Radar Love - Golden Earring
Mexican Radio - Wall of Voodoo
Walking In Memphis - Marc Cohn
Life In A Northern Town - Dream Academy
Sky High - Jigsaw
Video Killed The Radio Star - Buggles
5705 - City Boy
Hold Me Now -Thompson Twins
Whole Of The Moon - Waterboys
Suburban Boy - Dave Warner (Australian)
Believe It Or Not - Joey Scarbury
Wouldn't It Be Good - Nik Kershaw
Pretty Fly For A White Guy - Offspring
And probably my favourite of the entire lot:
One Night In Bangkok - Murray Head. Although Murray Head was known for his role in Jesus Christ Superstar this is really the only hit record he had as far as I know.
I could not answer the 'festival' question. I thought about it but the answers would be too obvious and I didn't know how I would 'program' the acts.
