precursor to 90s skateboard music?

I remember in the late 90s there was music like "superman" by goldfinger and other groups like Reel Big Fish that I kind of lumped in with "skateboard music". I was listening to Chicago the other day on one of there albums and there was a song called lowdown. If you listen to the 1:49-2:30 mark on the link below, it sounds a lot like late 90s punk/ska music. It's a shame what happened to Chicago, they had the talent to be an allman-esque jam band but decided to go a more saccharine route.
