I don't know either way. Don't you think the arms look a bit too bulked up, and haven't these places been guilty of using composite photos before, legal or not?
For what it's worth this is a paraphrase of what he said to Nicky Horn in 1992 about how getting fit made him a better singer:
'As a singer one has to be athletic. You have to stay in tune, control your breathing, have enough wind, have enough air so you can sing a lick at the end of a phrase..... I'm a lot less timid about stepping up to the microphone and biting off a chunk of song'. And long may he continue to do so.

I just can't imagine a company would structure an entire ad campaign using a prominent celebrity in a before/after situation, and make it completely fraudulent. It would be too risky besides unethical.

I agree - they are probably his arms. Not that I would put it past a company to do something unethical, but if they wanted to do a fitness campaign, why would they pick someone unfit when there would probably be lots of other celebrities out there that they could have chosen?
Plus - that would be somewhat hypocritical on Glenn's part too. I just don't see him as the type of guy that would go along with scamming the public. I doubt if he needed the money that bad!
